Short-term letting has moved from unregulated to licensed in a growing number of cities, and the compliance cost is now a real line in the budget rather than an afterthought. Licences, safety certification, higher insurance and sometimes a change-of-use application all recur or amortise.

Expressed as a share of gross revenue, it is usually several percent — enough to change whether short letting beats a long tenancy.

What is counted

The recurring licence or registration fee, annual safety checks and certificates, the insurance uplift over a standard policy, and any one-off setup such as a change-of-use application spread over the years you expect to operate.

Worked example

A 350 annual licence, 353 of safety checks, a 400 insurance uplift and a 3,000 setup cost spread over ten years is 1,403 a year, or about 117 a month. Against 24,638 of gross revenue that is 5.7% — before any commission, cleaning or running costs.

Rules are changing quickly

Several cities have introduced night caps, licence quotas or outright bans in recent years, and existing operators have not always been protected. Treat the ability to short let as a permission that could be withdrawn, not as a property right.

It varies enormously — registration schemes, annual licences with inspections, night caps, planning permission for change of use, or nothing at all. Check the specific city rather than the country, since this is regulated locally.

Which safety certificates are needed?

Commonly gas safety, electrical installation and appliance testing, fire risk assessment, and alarms. Requirements for short lets are frequently stricter than for a long tenancy because the property counts as visitor accommodation.

Does standard landlord insurance cover short letting?

Usually not. Short-term letting needs a specific policy, and letting without one commonly voids cover entirely — an expensive discovery to make after a claim rather than before.
