They are also sticky — an over-assessment repeats every year until somebody challenges it, so the value of a correction is not one year's saving but every year you own the property.
That compounding is what makes even a modest reduction worth pursuing, and why the cost of an appeal is usually recovered within the first year.
The calculation
Annual saving = the reduction in assessed value × the tax rate. Multiply by the years you expect to own the property for the total, and divide the appeal cost by the annual saving to find how quickly it is recovered.
Worked example
An assessment of 350,000 that should be 310,000 is 40,000 too high. At a 1.2% rate that costs 480 every year. Over ten years of ownership the correction is worth 4,800, and a 400 appeal cost is recovered in about ten months.
Bring comparable assessments, not opinions
The strongest evidence is the assessed values of genuinely similar nearby properties, plus recent sold prices if the assessment is meant to track market value. An appeal arguing that the tax feels too high goes nowhere; one showing three comparable homes assessed lower usually gets attention.

How do I know if my assessment is too high?
Compare it against assessments of similar nearby properties, which are public in many jurisdictions. A property assessed noticeably above near-identical neighbours is the clearest case, and it is also the easiest to evidence.
Is there a deadline to appeal?
Almost always, and it is often short after each revaluation or annual notice. Missing it usually means waiting a full cycle, so check the window as soon as a notice arrives rather than when the bill does.
Can an appeal increase my assessment?
In some systems yes, if the review finds the property was under-assessed. Check the local rules before appealing, and make sure your comparables genuinely support a reduction rather than merely showing variation.
