Pavement or highway permits are separate and time-limited in most jurisdictions, so an overrun can mean renewing the permit as well as extending the hire.
The calculation
Elevation area = length × height. The erection and dismantling charge is a one-off on that area, and the hire charge accrues weekly on the same area for as long as it stands. Permits for pavement or highway occupation are added separately.
Worked example
An elevation 12 long and 8 high is 96. Erection and dismantling at 18 per unit area is 1,728, and hire at 0.90 per unit area for eight weeks is 691. With a 350 permit the total is 2,769 — and every extra week beyond the programme adds 86.

Why is scaffolding quoted weekly?
Because the contractor capital is tied up in materials that cannot be used elsewhere while they stand on your building. The weekly rate is a rental on those materials, and it continues whether or not work is happening.
Do I need a permit?
Wherever scaffolding occupies a pavement, road or any public space, almost always. Permits are time-limited and renewable, and erecting without one commonly carries a fine as well as an order to remove it.
Can I reduce the cost?
By programming every external trade into one scaffold period, by choosing a season when scaffolders are less busy, and by making sure the work is genuinely ready to start on the day it goes up rather than a fortnight later.
