Most Indian cities require a landlord to report who is living in their property, and many police commissionerates now accept the submission online. It is a short task that landlords routinely postpone, and the cost of postponing it is borne entirely by the landlord if anything goes wrong.

The requirement, the form and whether it is mandatory or advisory are set locally and differ between cities and states. Check your city police portal or the local station for the current procedure, and use this list to have everything in hand before you start.

The template — this is exactly what you download

From every adult occupant

Not only the person who signs the agreement — everyone who will live there.

  • Photograph, passport size, recent
  • Aadhaar copy, or the identity proof your local form accepts
  • PAN copy where asked
  • Permanent address proof, distinct from the rented address
  • Phone number and email
  • Employer or institution name, with address
  • Previous landlord’s name and contact number

For a tenant who is not an Indian national

  • Passport copy, including the pages showing the visa
  • Valid visa and its expiry date
  • Registration certificate with the local foreigners office, where required
  • Details of the sponsoring employer or institution
  • Confirm the separate reporting obligation that applies to foreign nationals in your city

From the landlord

  • Your identity proof and current contact details
  • Proof of ownership of the property
  • Complete address of the premises, matching the record
  • Copy of the signed rent agreement
  • Details of the broker or agent, where one was involved

Submitting

  • Check whether your city accepts online submission and use it if available
  • Complete the form for every adult occupant, not one for the household
  • Attach documents in the format and size the portal accepts
  • Keep the acknowledgement number and a screenshot of the confirmation
  • Note whether a physical visit to the station is still required
  • Confirm the expected timeline, and follow up if nothing is heard

Keep on file

  • Acknowledgement or receipt for the submission
  • Copy of the completed form as submitted
  • All documents collected, kept securely and only as long as needed
  • A note of the date of submission, with the agreement
  • A reminder to repeat the process when the tenant changes or the agreement renews
Check this locally. This template is a general starting point, not legal or tax advice. Stamp duty, registration charges, tax thresholds and notice periods are set by each state and change from year to year, so no rate or limit is stated here. Confirm the current position with the sub-registrar for the property, your state revenue portal or a qualified professional before you sign, pay or serve anything.

Do it at handover

Collect the documents when you hand over the keys, while the tenant still needs something from you. Asking for an Aadhaar copy three months into a tenancy is a conversation that goes differently, and a tenant who is reluctant to be reported is worth knowing about before possession rather than after.

Verify every adult, not just the signatory

Agreements are commonly signed by one person while three or four adults move in. The reporting obligation is about who is living in the property. Ask at the outset who that will be, and write the answer into the agreement so an addition later is a variation you are told about.

Hold the documents responsibly

You are collecting identity documents on other people, and they are useful to anyone who obtains them. Keep them where your other tenancy records are, not in a phone gallery or a shared drive, and do not keep them longer than the tenancy and any dispute period requires.

Common questions

Is tenant police verification compulsory?

It is required in many cities and states and advisory in others, and in several places the obligation sits on the landlord with a penalty for failing to comply. Because the position is local, check your own city police portal or station rather than relying on what applies elsewhere in India.

Who is responsible, the landlord or the broker?

The obligation generally rests with the landlord even where a broker handles the paperwork in practice. If an agent is doing it for you, get the acknowledgement from them and keep it yourself, rather than assuming it was filed because it was promised.

Does verification need to be repeated when the agreement renews?

Practice differs, but the sensible approach is to submit afresh whenever the occupants change and to check the local requirement on renewal. Where an additional adult moves in partway through a tenancy, treat that as a change requiring a fresh submission.
